Joe Panzarella held a commanding lead in early returns on Saturday in the runoff election to fill the District C seat on the Houston City Council, according to results released by the Harris County Clerk’s office.
Panzarella, a community organiser, had about 61.6 per cent of the 6,578 early ballots reported, while Nick Hellyar, a former city hall staffer, trailed with about 38.4 per cent.
Early-vote tallies typically represent a substantial share of the total in Houston municipal runoffs, though officials cautioned that results would not be final until ballots cast on election day were counted.
District C covers a swathe of central and southwest Houston. The runoff was required after no candidate won an outright majority in an earlier round of voting.
The contest grew sharper in its closing days, including a late effort targeting Hellyar that his campaign criticised. Turnout in municipal runoff elections in Houston is typically low.
The winner will join a council that works alongside the mayor on the budget, city services and development decisions for the fourth-largest city in the United States.
